it's not "early bird special pack" you get with season pass. columbia's finest is a combined DLC of pre-order exclusive weapons and other pre-release bonus. So thats why it is not listed in the DLC Section of you Library and you can't buy it. But as you know most people cry like little babys if there is speacial DLC which you only get if you buy the seasons pass, so they made it buyable for everyone and renamed it. The DLC "Columbia's Finest" came a month later (25 Jun, 2013) then the seasons pass (and game) (26 Mar, 2013).
